Notification emails get sent with the locale of the modifier

      I have received notifications in german even though my personal locale is set to english.

      Quoting pcurren: A similar problem was resolved for CONFDEV-3038 but looking at that fix it may be leaving around "dirty" data in the ThreadLocal for a request. So perhaps there's some issue there.
