Steps to Reproduce
Let's say we have a user called userX and userY
- Create a new page titled PageA
- Add some content and mention @userX in the page
- Save the page
- UserX will receive a mention notification email
- Edit PageA
- Mention @userY
- Mention @userX
- Save the page
- UserY will receive a mention notification email
- UserX will not receive a mention notification email
I'm not sure if this is by design that one user, would get only, one mention notification email, per one single content object (page/comment/blogpost). If so, I'd think this would fall under improvement rather than a bug, but we should clarify further about it in its doc.

Thank you for your feedback on this issue thus far. This behaviour is currently by design. Due to the ongoing interest in this, the issue has been moved from a Bug to Suggestion to continue to track your feedback.
It is also worth pointing out that this behaviours does not apply to tasks. If a task [] is created on a page with an @mention, the user WILL receive a task notification email.

User should recieve an email for new mentions otherwise they will never notice that there were mentioned on the page at a different section

added a comment - I'd like to have it as well. I absolutely agree. We also built on that feature. The designed system could make sense in your organization but won't fit in every company.
Please make it configurable if we want to have a new email per new mention!

Same problem over here - I need the @mentions to be sent out for subsequent mentions on the same page. One of my teams use it to track their overall work and who is currently working on it - this means the tasks are moving around a lot, so the tasks get assigned to one person multiple times before it is completed and closed.
At the moment the only way for the team to use it is to 'watch' the page and be alerted to every change to the tasks, even if none of the changes relate to any of the things they are working on.
I would love to see this come out as an improvement, so people can use the @mentions how they are expecting to.

+1 there are multiple Users in our company which rely on to be notified when they get mentioned on a single page more than once...
