Mention @user email notification not sent on edit page

      We are using confluence 5.3.4. @user mention emails are not being sent even if we mention the user for the first time on any confluence page.
      To reproduce issue.

      Create page
      Save page(without any content)
      Go to edit mode, add mention.
      Save page
      Email is not sent to the user mentioned
