When editing subsequently saving a global template, labels for the template are duplicated

      When saving a global template, all labels associated with the template are duplicated.

      Steps to reproduce

      • Create a Global template in the administrative screens
      • Add a label to the template
      • Save Template
      • Open template for editing
      • Save template
      • observer that the created label is now shown twice
