Can change page decorator via url even when not available via UI

      1. Navigate to Admin>Look and Feel>Layouts
      2. You will see a message: "You can not customise the site look and feel while a theme is active. You must first disable the currently configured theme."
      3. Type in the URL /admin/editdecorator.action?decoratorName=decorators/page.vmd
      4. Observe that you can now edit page.vmd
