Site Layouts: User is not prevented from making changes to a themed site when accessing the editdecorator.action URL directly

      Enable the 'Documentation Theme' for the instance.

      Go to /admin/listdecorators.action

      You will see a message:

      You can not customise the site look and feel while a theme is active. You must first disable the currently configured theme.

      No go to: /admin/editdecorator.action?decoratorName=decorators/page.vmd

      You are able to make and save changes to the page decorators.

      This is inconsistent. The UI should prevent you making changes when you access the editdecorator.action directly.
