Users and groups with multiple page permissions cannot be deleted on Oracle and SQL Server

      CONF-22374 introduced some checks to make sure incorrect permission data wasn't stored in Oracle and SQL Server, but resulted in the inability to delete a user or group with permissions on multiple pages in some specific situations.
