Currently only users can set avatars. However, if a user refuses or ignores calls to change their avatar the only recourse is for the administrator to change their password, login as them, edit their profile and then change it to something else and let them know of this. This is incredibly round-a-bout and a bit of a privacy issue. Surely, if I can change a user's details I should be able to change their avatar?

I just released v1.1.0.0 of the profile photo uploader. It does better face detection and cropping, has a version checker, and a test harness to see how the system will crop and resize your photos.
