Inconsistent behavior in log4j vs admin panel> configureLog4j.Action

      If you uncomment any logging option in log4j.properties and restart the server, all DEBUG level logging is redirected to the atlassian-confluence.log.

      However, if you make a change in the loggers from the Admin Panel > Logging and Profiling, all DEBUG generated from that is appended to catalina.out.

      This is inconsistent. It ought to all be in atlassian-confluence log (preferred) or catalina.
