Web Sudo: Contact Site Administrators page requires web sudo

Access the "Contact Administrators" page, e.g. from the forgotten password screen.

To access this page, if Web Sudo is turned on you must first log in, then are prompted to enter your password again.

This is a problem because:

1. It prevents anonymous users from viewing the page (so is useless for the forgotten password scenario)
2. The page is intended for normal user access, not for administrators.
3. It also will show users the message "You have temporary access to administrative functions" which is misleading, and could be cause for concern.

The page should be accessible by normal users and by anonymous users, and should not be protected by web sudo.
