Contact Administrators email feature should allow option to turn it off for anonymous users

      NOTE: This suggestion is for Confluence Server. Using Confluence Cloud? See the corresponding suggestion.

      The contact Administrators feature is currently either ON or OFF.

      If ON, then it can be used by both logged in users, and the anonymous user, even if the instance does not allow anonymous access.

      This means that the feature could be abused. An administrator might want to disable it for anonymous use, but still allow logged in users to submit requests and problem reports using the feature.

      This would also get around the potential problem when using the include macro for the custom message, when anonymous users currently see an error message.
