NOTE: This suggestion is for Confluence Server and Data Center. Using Confluence Cloud? See the corresponding suggestion.

Currently, embedding a file (image, video etc) in a Confluence page means it is visible in the page and space's attachments and can be downloaded by anyone with relevant view permissions. It would be helpful if admins could set permissions on the downloading of attachments.

If an attachment is listed under attachments but not embedded to the page, users with view permission shouldn't be able to download the attachment.
