"Group not found" for local groups, on space and global permissions screens, if LDAP server if offline

    Description

      Starting up Confluence with LDAP integration, though the LDAP server is offline, displays "Group not found" messages on space and global permissions for local groups.
      Please review the screenshots for more details.

      Normal functionality of space/global permissions, for local groups, does not appear to be affected in any way.
