Emailing a page in HTML form that uses toc macro produces incorrect links

    Description

      Create a page using the {toc} macro with some additional content (e.g., heading)

      Then Email the page to a user, selecting HTML content.

      Recognize that the links that are created are broken, refer to the root of the confluence space.
