Exporting a page using the table of contents macro to Word will generate a doc with invalid links

      Create a page with this wiki markup:

h1. Bug Demo

      Export the page to Word.

      The table of contents are displayed as links in the form 

      http://chang:8081/confluence#example-BugDemo

      This is incorrect as:

      1. The link is not formatted as a genuine Confluence link
      2. The toc in the word document should not be linking to Confluence anyway

      Either the toc links should be to the relevant places within the document itself, or they should not be links at all.
