Found on EAC which is running Confluence 2.10.
I reproduced this in the marketing space on EAC. Here's what you do:
1) Subscribe to a page in the space by selecting "watch" from the Tools dropdown.
2) Go into the space administration > pages > tree view
3) Move the page to be under a different page in the space.
4) Notice the email notification that gets generated...the "Page moved by" is wrong. It's either choosing the person who created the page or the person who last edited the page, NOT the person who actually moved the page.
When moving the page via the Move option in the Tools menu, or on the Edit Page screen, the notification email is correct.
Looking in the database, it appears that the 'last modifier' is not set correctly when moving pages via the page tree under Browse, Pages. This is perhaps the source of the "modified by" user in the notification email.
