Tooltip showing number of attachments is showing for all items in the Browse menu

      1. Navigate to a page containing attachments
      2. Click to view the Browse menu
      3. Hover the cursor over any menu item

      A tooltip will appear showing the number of attachments on the page.

      This should not happen. It did not happen in 2.9.2, and could be irritating for the user.
