The bit of the filter that is supposed to clean up smart-quotes pasted from Windows 8-bit code-pages also blows away the same characters when they're completely legitimate Unicode. This is a Bad Thing.

An example of this problem would be if you tried to use unicode quotes or dashes in page content then they would be removed when you saved the page.
