Allow use of Tooltip without requiring a href

Would like to have ability to hoover over a term and have it display a definition without requiring a click and/or additional page. Functionality exists on wikipedia. Proper term is Tooltip I believe.

Coding would look like this: "[[Reference Engineering Data Automated Retrieval System | REDARS]]"

It would seem to me that request would require minimal resources to incorporate but one that would be welcomed by many, especially heavy users of acronyms. Not that Boeing uses many acronyms ...

Would also like to see ability to use *** onclick="collapseExpand('100', '200');" *** (I added *** to provide separation from text) list expander, although I haven't seen it in a wiki, only on other webpages.
