In some cases, product admins would like to disable the default roles so that they cannot be used in any spaces across their site.

Expected behavior

• When a default role is disabled, space admins can no longer assign it. Only product admins can re‑enable the role for use on their site.
• Any system operation that relies on a disabled default role (space creation, must either be turned off or reconfigured to use another available default or custom role.
