Issue Summary

Unable to search label name starting with multibyte characters on knowledge base setting > "Only show articles labeled" option

Steps to Reproduce

Navigate to Confluence page(set as Knowledge base) and add the following labels to a page.

1. テスト
2. testテスト
3. テストtest
4. test

Navigate to Jira Service Management project > knowledge base setting > "Only show articles labeled" option
Input the each labels above to the label search field.

Expected Results

Each label above is searchable and selectable from the result.

Actual Results

Label 1. and 3. do not show up in the result and not selectable.

Workaround

Currently, there is no workaround.
