Issue Summary
When converting a page with Headings inside Panel macros from Legacy to the New Editor, the panel is converted and can't be edited and all the Heading formatting is kept, but any links in the Table of Contents (TOC) stop working.
Steps to Reproduce
- Go to/create a Legacy page and add a TOC;
- Add a Heading 1 (for example, "Outside");
- Add a Panel macro;
- Inside the Panel macro, add another Heading 1 (for example, "Inside");
- Publish the page;
- Test clicking the TOC links to each heading (Inside & Outside panel);
- Convert the page to the New Editor and publish it;
- Once again, test clicking the TOC links to each heading (Inside & Outside panel);
Expected Results
Page scrolls to the selected headings, both inside and outside the panel macro.
Actual Results
The page only scrolls to the heading placed outside the panel. When clicking the link to the heading inside the panel, nothing happens.
Workaround
For the moment, the only workaround is to move the content from within the classic "Panel" macro that resulted from the page conversion, and place it elsewhere - either directly in the page or within another "container", such as the Layout macro.
