If you disable the Team tab in Confluence, mentions will behave differently depending on the status of the "Browse users and groups" global permission in Jira

      Issue Summary

      If you disable the Team feature in Confluence, mentions will behave differently depending on the status of the "Browse users and groups" global permission in Jira.

      We noticed the following behavior:

      • Users without the "Browse users and groups" permission in Jira and with the Teams feature disabled in Confluence:
        • Confluence: Teams tab is unavailable. Users can't search for Teams in mentions, but they can search for individual users.
      • Users with the "Browse users and groups" permission in Jira and with the Teams feature disabled in Confluence:
        • Confluence: Teams tab is unavailable. Users can search for both Teams and individual users in mentions.

      Note: You can check this behavior about an hour after changing Jira's global permissions, not immediately after the change.

      Steps to Reproduce

      Note: This process involves using two users.

      1. Create a team (e.g., Test-Team).
      2. Disable the Team tab in Confluence using the following steps: https://hello.atlassian.net/wiki/spaces/CTH/pages/248876615/Cloud+Hiding+the+People+Directory+in+Vertigo
      3. Remove "Browse users and groups" from the global permissions of one account used for testing.
      4. Grant "Browse users and groups" from the global permissions to the other account.
      5. Right after changing Jira's global permissions, mention the team you created in step 1 on any Confluence page using that step 3 user. (At this point, you can mention the team.)
      6. Wait about an hour after changing Jira's global permissions, then try to mention the team you created in step 1 on any Confluence page using the step 3 user again
      7. Using the step 4 user, mention the team you created in step 1 on any Confluence page

      Expected Results

      In both steps 6 and 7, you won't be able to mention the team.

      Actual Results

      In Step 6, you can't mention the team.
       
      In Step 7, you can mention the team.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
