Issue Summary
Having access to Confluence alters the behavior of team mentions for users with the Jira global permission 'Browse users and groups”.
Condition: The user does not have the Jira global permission "Browse users and groups."
1. If the user does not have access to Confluence on the same site as Jira, they cannot mention a team in Jira.
2. If the user has access to Confluence on the same site as Jira, with the team tab enabled, they can mention a team in Jira.
Steps to Reproduce
- Create a team (e.g., Test-Team)
- Remove "Browse users and groups" from the global permissions of one account used for testing
- Remove that user's access to the Confluence site that's on the same site as Jira
- Mention the team created in step 1 in a comment on an issue in the Jira site(At this point, you can't mention the team.)
- Grant that user access to the Confluence site that's on the same site as Jira
- Mention the team created in step 1 in a comment on an issue in the Jira site
Expected Results
You can't mention the team.
Actual Results
You can mention the team.
