As part of the solution for CONFCLOUD-75075, when an app is uninstalled from a site, it will still appear in the space permissions list, but it will be marked as "(Unlicensed)".
While we have discussed the possibility of filtering out these removed/unlicensed app users in the future, this feature has not yet been implemented.
This situation can cause some confusion for Confluence Administrators, as the user accounts associated with the uninstalled app still appear in the space permissions, even though they are labeled as "(Unlicensed)".
