Indexing language long-running task sometimes fails to complete

      Issue Summary

      This is reproducible on Data Center: No

      Changing the indexing language in the admin hub configuration page triggers reindexing. In the event of a job failure or inability to initiate the job, the UI will consistently display the submit state.

      For example:

      1. Change indexing language from English to another language
      2. UI displays a progress bar indicating the job progress
      3. Reindexing job fails
      4. Bar is stuck at 0% and never completes

      Steps to Reproduce

      No way to reproduce consistently.

      Expected Results

      If a failure with reindexing occurs, the long running task status bar should indicate a failure has occurred and prompt the user to try again.

      Actual Results

      The status bar is stuck at 0% and does not indicate any failure occurred. The status bar will be stuck unless manually fixed.

      Workaround

      To reset the data, support has access to an instant proxy endpoint is available to clear the trigger, returning the UI to its default state.

      DELETE - /wiki/rest/prototype/1/index/triggerTime

      Alternatively, support can manually reindex the site.
