Issue Summary

The bullet list format changed to an empty list after the conversion of a page from the old editor to the new editor

Steps to Reproduce

1. Create a page in the Legacy editor or use a page from the migrated instance containing a multi-level bullet list
2. Convert the page to the new editor
3. The multi-level bullet list will have more than two levels of empty bullet list followed by content

Expected Results

The multi-level bullet list is organized as shown in the old editor

Actual Results

The multi-level bullet list contains many empty bullet lists before the actual content in the New editor.

Workaround

Manually remove the empty bullet list and align the bullet text as required
