Problem Definition
Currently there is no way of managing contents and bypassing restrictions without using the Admin Key (available for Premium and Enterprise plans), which requires a Site or Org Admin role.
An organization may need to manage contents (Eg.: move pages between Spaces, find restricted contents by deactivated accounts, etc.) without allowing configuration changes, however both Site and Org Admin roles allow for both managing contents and configurations.
Suggested Solution
Create a new Content Admin role for trusted users to be able to manage contents and bypass restrictions (Space Permissions and Page Restrictions) without having access to Confluence Administration (cog icon) and being able to change configurations.
