Issue Summary

In the legacy editor: Lost the ability to add comments to attachments via the attachments macro and existing comments are missing.

Steps to Reproduce

1. Open the legacy editor
2. Add the attachments macro to a page
3. Expand the menu for an attachment
4. Select View
5. Click the Comments icon in the upper right
6. The directions instruct you to drag a pin to where you want a comment
7. This functionality is unavailable
8. Previous comments are also not available to view

Expected Results

Comments can be added to attachments and previous comments can be viewed.

Actual Results

Comments can't be added to attachments and previous comments can't be viewed.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available.
