Issue Summary

New tables editor does not let adding a row at the top of a table above 1st row(heading row).

Steps to Reproduce

1. Add a table on a page
2. turn the Header row off
3. Try to click on the + sign again the top Row

Expected Results

「+」icon shows up like this

Actual Results

「+」icon doesn't show up in the top row

Workaround

Shortcut key "insert a row above" works (the key depends on your OS)
But there is no way to bulk-add multiple rows
