Issue Summary

New tables editor does not let adding a row at the top of a table above 1st row(heading row).

Steps to Reproduce

1. Add a table on a page
2. click on the + sign again the top Row, and it would let you add
3. we can add row start from 2 row

Expected Results

adding row at the top of first should be allowed/possible

Actual Results

Cannot add new row on top of first row in the table 

...

Workaround

Delete the topmost (Heading row) and then you can add a row on top of the first row.
