Current behavior:
Users need to access each site to check and manage if the Public link feature is enabled or not.

Expected behavior:
There should be a way to check and manage if the Public link features of the whole site are enabled or not on the Atlassian Administration page or REST API

Request background:
You can Prevent public links in Security policy. It would be preferable if it could be checked and managed the current status of public links in the whole environment in advance of turning on this policy.
