Description
Issue Summary
When converting a legacy page the title tage is dropped/lost but the string/data is used to create a caption. Captions are visible on the page where titles are not (only moushover) which may be undesired to have on the page. A User needs to manually delete all the captions after conversion.
Users should be allowed to ...
- opt out of title tags being converted into captions
- convert title tags to just title tags or nothing
- choose if captions are added, and if the data/string comes from title, alt, or custom text

Steps to Reproduce
Create a page in legacy editor
Add a title tag
Expected Results
Title tag is retained
Actual Results
Title tag is removed/lost and the string/data is used to create a caption. Which is visible on the page where as a title is only visible on mousehover
Workaround
Manually edit the page after conversion and delete the caption. You can't currently add a tittle tag but there is as seperate feature request for that:
