When a link is shared to a page that is locked down, the locked page shows a message of "You've stumbled on restricted content. This is because it's inheriting restrictions from a parent page. A space admin or the person who shared the page may be able to give you access".
This is basically directing the viewer to go find the right person - who they may or may not know how to find. It's not a helpful UX for fast action.
What would be helpful is if there was a 'request access from the author or parent permission owner' link that then sent a message to the appropriate permissions owner that someone is requesting access to a locked page they own vs. playing slack telephone to find the right owner to grant permissions.
