Issue Summary

Unable to list/search for Guest users in Task Report Macro. Looks like the user and group search issue.

Steps to Reproduce

1. Go to Confluence page click on edit the page
2. Add the Task Report Macro
3. Edit the Task Report Macro, and then attempt to set the Assign To Filter to any guest user, you will see that it fails.

Expected Results

It should list the guest users while we edit the Task report macro.

Actual Results

No guest users are listed.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
