Attempting to Bulk Archive without permissions throws a misleading "archiving queue is full" error

Issue Summary

When trying to Bulk Archive pages without having the "Pages - Archive" permission at a Space level throws an error related to the archiving queue being full, while the issue is a lack of permissions.

Steps to Reproduce

You will need two users to reproduce this issue (since an user can always archive their own pages):

1. Go to a Space and Create a few pages (user #1).
2. Login into the system as another user (user #2).
3. Make sure that your user #2 doesn't have "Pages - Archive" permission (either via a Group or directly assigned to it), under Space Permissions.
4. Try to Bulk Archive pages with user #2. 

Expected Results

Bulk archiving pages should fail and the user should receive an error indicating that it doesn't have permissions to archive pages.

Actual Results

Bulk archiving pages fails but the user receives the following error message, which is misleading:
