Hide ability to leave an inline comment from users without comment permissions

      Problem Definition

      Users who do not have permission to comment on a page still have the option to leave an internal comment. However, when attempting to leave a comment, they encounter the following error message:

      You can’t create comments in this space. A space admin can modify your permissions.

      Suggested Solution

      This is not user-friendly. The request is if the user doesn't have permission to comment, Confluence shouldn't show the COMMENT module when they select text.
