Users with ‘Create’ or ‘Edit’ permissions should actually see inline comments. Thus they should be visible only to users who can edit pages, not to anonymous users.
This would be a big improvement, because the inline comments feature is particularly great for small groups of collaborators during the content drafting phase. Please see my blogpost https://blog.k15t.com/2015/02/confluence-5.7%3A-inline-comments-vs.-page-comments for more thoughts on this topic.
