Summary

Although site-admins can bypass restrictions with the Admin key feature for Confluence, it requires interaction to be done, which avoids the user to know which pages are already restricted if the user does not start a session.

Suggestion

For scenarios like legal discovery tools (such as a service account that is not able to interact with anything in the UI) or using the search of Confluence for sensitive content, it would be good if the site-admin could have a session with the admin key that would not time out nor need to be activated.

This is a suggestion to allow site admins to use a permanent session of the admin key to allow the content to be displayed mostly for legal purposes and sensitive data.
