Following a deep link to an anchor will sometimes land on the wrong anchor

      Issue Summary

      Following a deep link to an anchor will sometimes land on the wrong anchor.  

      So far the wrong incorrect anchor has always been the first one in the destination page.

      This frequency of occurrence varies from occasional to semi-frequent for different users.

      Steps to Reproduce

      1. Create page 'A' with multiple anchor macros each with different names
      2. Create a page 'B' with links to each of the anchors in page A
      3. Follow a link from page 'B' to the first anchor in page 'A'
      4. Click the browser back button (try doing so before the scrolling occurs)
      5. Follow a link to the second anchor on page 'A'

      Expected Results

      Page 'A' should load and scroll to the second anchor.

      Actual Results

      Page 'A' occasionally scrolls to the first anchor.

      Workaround

      Reload page or manually scroll to the desired target.
