Issue Summary

When adding the Decision report macro to the page, we cannot see any decisions until we choose a filter. The default configuration when you first add the macro is set to show decisions from the current space.

Steps to Reproduce

1. Create a page.
2. Add decisions to it.
3. Create another page.
4. Add the decisions report macro on the page.

Expected Results

The decisions from the first page should show up on the macro with its default configuration.

Actual Results

Instead, the macro says that no decisions were found:

Workaround

In order to make the decisions show up, you need to add a filter
