Issue Summary

cannot add pinned comments on attachments

Steps to Reproduce

1. Open any attachment on a page. using the view tab.
2. Drag and put the pinned comment box.
3. Comment box would not load.

Expected Results

The comment box should load.

Actual Results

The comment section would not load. The loading wheel keeps spinning.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
