Keyboard shortcuts do not work in some keyboard layouts in Windows

Problem Definition

Keyboard shortcuts work based on the English (United States) keyboard layout in Windows. Languages such as Russian or Arabic (different characters by default) conflict with the shortcuts and they do not work.

Suggested Solution

Keep shortcuts bound to the specific key that is being pressed instead of the actual character sent by the key press.

 Workaround

Change keyboard layout to American English
