Clicking on user or groups under general configuration page redirects to a dead link page

Issue Summary

In general configuration, under security.
Clicking on user or group will redirect to a 404 page (No link)

Steps to Reproduce

1. Go to General configuration page
2. Under security, click on user or group

Expected Results

Should redirect to site administration page

Actual Results

Shows 404 error page.

Workaround

Proceed to click on the button "Switch to" at the bottom left page and click on site-administration to view users or groups.
