Currently, in Confluence Cloud, if you are a Space Admin, you are able to view and remove restrictions from pages within a space.
However, if you are trying to access a page that's inheriting restrictions from its parent page, there's no way for you to know that this is a inherited restriction and that it can be removed by unrestricting the parent page.
