Cannot paste image from clipboard

Summary

When editing a page, users cannot publish a pasted image from clipboard.

 This bug only affects the old editor.

Steps to Reproduce

1. Try to copy a small image with snipping tool
2. Edit the page and paste the image.
3. Click on Publish

Expected Results

The image should be displayed on the published page.

Actual Results

If the image small, you'll be able to publish, but you'll see a "broken image" on the view page.
OR
The image doesn't appear in the published mode, but is on the attachments.

Workaround

If you use the Insert files and images macro to upload the image, it will work properly.
