As a user, I want the option to copy a page without attachments so that I can get the structure of a page without old data.

My use case is meeting minutes where I want to copy/paste the previous minutes rather than start with an empty template.  When you copy a page, all attachments are also copied.  If I leave the attachments in place, the number of attachments steadily grows until I start getting timeout errors when copying.  If I delete the attachments after the copy, all users who are watching the space get a notification email for each deletion.  Both are bad choices.
