Summary

Customers receives the daily notification mail ("Confluence changes in the last 24 hours") even when they have not checked the "Subscribe to daily updates" option in their profile. They get 2 notification emails if the option is checked. 

Steps to reproduce

1. Login as user@domain.com.
2. Go to Profile > Settings > Email > Edit.
3. Check the Subscribe to daily updates check box.
4. User gets 2 emails for "Confluence changes in the last 24 hours"
5. Uncheck the checkbox and see that user still gets one notification.

Expected Results

• If the option "Subscribe to daily updates" is not checked, users should not get the daily digest mail
• If the option "Subscribe to daily updates" is checked, users should get only one mail every day

Actual results

• Users with "Subscribe to daily updates" option checked get 2 emails everyday
• Other users also get the daily digest mails, even though they have not subscribed to the same
