Document control & record management as per ISO 13485

Hi,

I am Umesh & i am the administrator of Jira software of our company Renalyx.

Actually we are the medical device design & manufacturers .we are looking for Software tool like Jira software for the Document control & record management purpose.

Also i already used the trail version of Atlassian Confluence for the our purpose.

But i need software tool which should have the following aspects 

1) Create any kind of document (word,excel,pdf,ppt,image.etc)

2) Routing of the document with selected people (sending the document for review)

3) Accept or reject of document (if document is accepted, its required have the digital or other kind of signature )

4) Check out the document ( after check out older version should available any point in time)

5) publishing of the document (all part of team  member should get the mail notification)

6) access control between the project or group

Can i able to have the software tool from Atlassian with above mentioned requirements?

or Please suggest your any other products if available with Atlassian.
