Move global configuration options to the space level where relevant

      Currently, there are a bunch of things that are global options that would make more sense at the space level, including but not limited to:

      • CamelCase linking
      • Trackback
      • Threaded comments
      • Rich Text Editor prefs
      • Maximum attachment size
      • Macro availability

      In each case, the global setting should be considered the default. Additionally global administrators should be able to 'lock' a setting so it can not be overridden – use the mnemonic of an open or closed padlock next to the setting? (For the "attachment size" setting, the lock should mean that the size setting can't be exceeded, but maybe space admins can still set a lower size?)
